2023 Residential Information Systems Project Summative Evaluation

The National Association of State Directors of Developmental Disabilities Services (NASDDDS) is evaluating the Residential Information Systems Project (RISP). Through this evaluation, NASDDDS will assess the extent to which RISP is meeting the needs of state DD agencies, organizations funded by the U.S. Administration for Community Living (ACL), elected officials and interested others. The evaluation is funded by the subcontract with the University of Minnesota from the ACL (Cooperative Agreement #90DNPA0001-05).

Purpose. This external review of the RISP data collection project seeks to gather information about:

• The relevance of RISP data to the IDD community
• How RISP data are used
• Which RISP products are most useful
• The RISP survey process

Background. Since 1977, the Residential Information Systems Project at the University of Minnesota has gathered information from state IDD agencies and large state-run IDD facilities on long-term support and services (LTSS) for people with intellectual or developmental disabilities (IDD). The goal of RISP is to collect, analyze, and share information about the status of and longitudinal trends in residential and in-home LTSS for people with IDD to inform national and state policy, programs, and funding (see https://risp.umn.edu/).

The RISP describes national and state trends in:

• Characteristics of people served by state IDD agencies,
• The number of people with IDD,
• The places LTSS recipients with IDD live,
• Age differences in total expenditures, recipients, recipients per 100,000 state residents and expenditures per recipient for various Medicaid and state funding authorities,
• Waiting lists for Medicaid HCBS Waiver funded services,
• Patterns of change in residential service systems over time,
• Utilization of large state-run IDD facilities.
