Dr. Holt was previously the Director of the Interdisciplinary Training Division at the Center for Persons with Disabilities at Utah State University and the Co-Director of the Utah Regional Leadership Education in Neurodevelopmental Disabilities (URLEND) for the Department of Pediatrics, School of Medicine at the University of Utah Health Sciences Center. She is an Adjunct Professor for the Department of Pediatrics, School of Medicine at the University of Utah Health Sciences Center, and an Associate Professor in the Department of Special Education and Rehabilitation Services at Utah State University.

Dr. Holt holds a B.A. Degree in English and Psychology, an M.A. Degree in Graduate Education:  Counseling and Guidance, and a Ph.D. Degree in Special Education: Emphasis in Early Childhood/Multi-handicapped/Visually Impaired. Her professional interests include interdisciplinary training with health professionals; program evaluation, emphasizing participatory action research and continuous quality improvement. 

Dr. Holt directs several projects at the Center for Persons with Disabilities, working with the Maternal and Child Health Bureau (MCH), the Office of Special Education and Rehabilitative Services (OSERS), the Center for Disease Control and Prevention (CDC), and the Association of Developmental Disabilities (ADD).  She has published articles in a number of national publications, developed coursework for the Independent Living Research Utilization organization, and presented at several national conferences on a variety of topics related to her areas of expertise.
