Youth with Disabilities and the Transition from Foster Care: Ensuring Full Access to the Provisions of the Fostering Connections to Success and Increasing Adoptions Act of 2008

The majority of youth in foster care have developmental disabilities, mental health disorders, and/or chronic medical conditions. The Fostering Connections to Success and Increasing Adoptions Act of 2008 (FCSIA) seeks to engage networks of relationships and supports for youth exiting state care leading to positive outcomes. This policy analysis, utilizing the Advocacy Coalition Framework, explores provisions of FCSIA and areas needing strengthening to enhance the accessibility of supports offered to youth with disabilities. Implications for policy and practice include ensuring early identification of developmental delays, proactive engagement of augmented transition services, and collaborative planning across systems and agencies.
