"This monograph presents the results of the 2004 State of the States in Developmental Disabilities study of financing and programming trends in the United States. The Study extends the longitudinal analysis of financial and programmatic trends in the states through fiscal year 2002 and pays particular attention to trends in services from 2000 through 2002. The first State of the States study was initiated in 1982 to monitor the growth and development of services and funding for persons with mental retardation/developmental disabilities (MR/DD) across the states (Braddock, Hemp, & Howes, 1984).
