This 25 page report examines the question of whether the Americans with Disabilities Act , P.L. 101-336, 104 Stat. 327 (July 26, 1990) (ADA), has any possilbe applicability to Indian tribes with respect to each of the Act's five titles. It considers the countervailing pressures placed upon legislative interpretation where the canons of consturction regarding legislation affecting Indian tribes and civil rights legislation are involved.
