This technical report presents complete findings of pre/post assessments of pre-kindergarten children enrolled in early learning programs in the Greater Kansas City area that received funds from the KS Smart Start initiative. The assessments were conducted by UMKC Institute for Human Development for the Metropolitan Council on Early Learning of the Mid-America Regional Council, in conjunction with the implementation of a Quality Rating System of the children's early learning programs.
