In 1999 this decision confirmed that unnecessary institutionalization is a civil-rights violation under the Americans with Disabilities Act. As a result of this case, Lois, Elaine and now thousands of other people across the U.S. have been freed from institutions and are being supported to live inclusive lives in their communities.
