This report summarizes activities of the National Center on Educational Outcomes (NCEO) that are directed at determining the extent to which individuals with disabilities are involved in national and state data collection programs that are playing a pivotal role in the current measurement-driven reform movement. Inclusion of individuals with disabilities in the major national data collection programs was evaluated by identifying 30 different data collection programs that are receiving significant attention in the current reform initiatives.
