This report is a summary of a meeting held in Washington, D.C., on March 9-19, 1994. The purpose of the meeting was to:
- Discuss inclusion of students with disabilities in national and state large-scale assessments
-Discuss adaptations in assessments or assessment procedures to accommodate students with disabilities
-Attempt to arrive at agreement on a reasonable set of guidelines for making inclusion and accommodation decisions
-Identify major technical and implementation issues that might be part of a federal research agenda on inclusion and accommodations in assessments
In this report we provide background for the meeting, state the issues addresses, and summarize the major points of agreement reached. We propose a set of guidelines for making inclusion and accommodation decisions, and indicate the kinds of research questions that will need to be addressed over the next two to five years to move the nation and states forward in this important area.
