This Key Note address introduced DD Council staff and members to the Route to Success Model developed by the authors for use with the Pennsylvania DD Council. The model presents a way of thinking about Council efforts to maximize their impact on the human services systems wtihin their home states, and to build on the range of Council efforts to secure system change.
