A report describing why and how one state ensures that all children have access to grade level curriculum, and achieve at high levels by tracking student achievement. This is a description of Massachusetts' effort to translate the curriculum into goals that special education teachers could use to help their students learn. The report concludes that Massachusetts plan succeeded because the state's educational and political leadership was unified and willing to spend the years it took to design and implement the comprehensive plan to refit the state's special education profession.
