The First State Equal Access to Safety Needs Assessment Report identifies strengths and areas in need of improvement in the collaboration partner agencies as well as service providers. People with disabilities and/or mental illness and survivors of domestic violence were a valuable resource in developing this report. Services that are welcoming, accommodating and responsive to the individual's needs are essential to achieving "equal access to safety" in Delaware.
