This conference presentation was aimed at New York State, local and federal legislators, and was prepared with input from familiy members, voluntary agencies and provider associations throghout New York States. It focused on on educating legislators on the decrease in services to children through Early Intervention and pres-school underfunding based on the fact that these services have been underfunded for the past ten years. In adddition to this problem the need to preserve a clinical safety net of children and adults with ID/DD was presented inn order to highlight the fragility of the health care delivery system for this population. Issues of Durable Medical Equipment and the difficulties with securing DME items was addressed with the purpose of educating legislators on the need for services, supports and equipment so that individuals can live more independently in the community and reach their maximum potential.
