The purpose of this chapter is to analyze trends in contemporary public spending for intellectual disabilities and developmental disabilities (ID/DD) programs in the United States within the historical context of public spending for disability programs generally. The chapter is organized into two sections. The first traces the historical foundations of governmental financing of disability programs in long-term care, general health care, income maintenance, and special education. The second section, "The state of the states in developmental disabilities," analyzes contemporary trends in public spending for ID/DD long-term care programs in the states. (author)
