Vermont's journey towards inclusive employment

An outline of the U.S.A.'s State of Vermont transformation from segregated, sheltered employment to integrated, community-based employment for individuals with intellectual and developmental disabilities is presented. Vermont started a supported employment demonstration project in 1980 and replicated and expanded the program throughout the state. In 2002, the last sheltered workshop was successfully converted to community-based employment.
The issues of policy change, training, and culture-shift needed to foster the conversion of sheltered workshops to communitybased
employment services are explored, together with an examination of the current state of services and goals for the future.
