If this is the case, why are the estimated 130 million young people with disabilities invisible to employment, educational and youth transition policies? Market oriented transitions and large public sector reforms in many ECA countries have excluded youth in general and young people with disabilities in particular from their nation?s social and economic development. Young people with disabilities are largely hidden from public view and disability in the region has traditionally been treated as a personal tragedy.
