How can community professionals help build coalitions that empower members of marginalized groups? The authors examine the building of rural, suburban, and urban coalitions on aging and developmental disabilities that sought to empower people with disabilities and their families. The coalitions addressed the four crucial issues of identifying local leaders, recruiting people with disabilities and family members, creating the chemistry of collaboration, and sustaining coalition activities. In order to empower members of marginalized groups, a critical mass of coalition leaders and members need to intend and then act to empower.
