After an ananlysis of the Governor's Olmstead Commission Plan by the RCR Steering Committee, the group felt it was important to recommend that the RCR Grant Rebalancing Initiative Strategic Plan be considered as a resource for continued development of the Governor's Olmstead Commission Plan. This report details recommendations for systems change efforts.
