Technical report describing the evaluation of the third Early Learning Opportunities Act (ELOA) project in the Greater Kansas City area. The grantee, Mid-America Regional Council Metropolitan Council on Early Learning coordinated extensive professional development opportunities and an itinerant coaching model to improve the quality of early learning programs in Greater Kansas City. The project also focused on improved program administration for early learning programs. A small study of pre-kindergarten children in the participating programs examined their literacy skills.
