This report explores the question of how best to examine data to understand trends in performance and their relation to special education services. The report demonstrates how certain factors influence performance trends for students with disabilities as a group differently than for a group of students without disabilities. Disregarding these factors could lead to invalid inferences about achievement growth for students with disabilities.
