This report summarizes NCEO's ninth survey of state directors of special education. Results include all 50 states and nine of the eleven federally funded entities (unique states) and provide a snapshot of the new initiatives, trends, accomplishments, and emerging issues during this period of education reform as states document the academic achievement of students with disabilities. The report addresses the topics of assessment participation and performance, accommodations, out-of-level testing, alternate assessments, universally designed assessments, computer-based assessments, accountability, and assessment consequences. States were asked to identify emerging issues as well as their technical assistance needs.
