This report analyzes state reading standards using document analysis methods. Standards are coded for content and divided into major themes. These themes are then examined against a template of various "modalities" for accessing print. Modalities of accessing print, including visual (reading print with the eyes), tactile (Braille), auditory (listening to human readers, books on tape, or computer screen readers), and multi-modal approaches (including any of the above) are defined as methods for increasing participation in reading instruction and assessment for students with disabilities. Final analysis demonstrates that most state reading standards can be accessed via multiple modalities. Implications for instruction and assessment are reviewed based on these findings.
