People with disabilities experience persistent and seemingly intractable rates of unemployment. The new paradigm of disability suggests that we should not assume that the problem lies within the individual, and that we should also consider ways to intervene on the environment to create conditions for participation. What is the environment that influences employment? Don Macke of the Entrepreneurship Center of the Rural Research Policy Institute suggests that the economy represents the environment of employment and suggests a framework to guide interventions to improve employment outcomes for people with disabilities.
