This report was published in it's original form by NCEO and is online now. It is in the process of being published collaboratively as a book with the Center for Equity and Excellence in Education. NCEO and CEEE did complimentary studies, funded by the Office of English Language Acquisition (Project No. T292B000007), looking at policies and practice relating to statewide test of ELLs as well as to how state data were reported. At this time, information on the book is unknown.
