This report describes a study of fifteen communities in relationship to core elements and strategies in developing a local system of care for meeting the needs of troubled children and their families. The report has four sections which include definitions of the core elements and related strategies, a description of the assessment tools and how they were used, discussion of the findings with specific examples of the core elements and strategies in communities nominated as having been successful in local system development, and a description of state and local issues relevant to each site.
