Training to professionals of PR Health Department, Division of Services to persons with intellectual and developmental disabilities in order to provide general information about the conditions that affect the development of children. Intellectual and developmental disabilities means a chronic and severe deficiency of an individual who: is attributable to a mental or physical impairment, or a combination of both; manifested before age 22; condition is likely to continue indefinitely; results in substantial functional limitations in three or more of the following areas: self-care, receptive and expressive language, learning, mobility, self - determination, capacity for independent living and economic self-sufficiency. It also reflects the need for a combination of specialized interdisciplinary treatment or general care and other services for life, individually planned and coordinated. In infants are those from birth to nine (9) years inclusive, have substantial developmental delay
