Distinctions between accommodations and modifications raise many issues for assessments, particularly when those assessments are used as part of high stakes systems. For example, should students who use testing procedures and materials that may alter the construct tested or comparability of scores automatically be considered as not meeting requirements for graduation? Should these scores be included in school reports? This report examines such issues as: (1) What is meant by the terms "accommodations" and "modifications"? (2) How do states, particularly those with graduation exams, deal with non-approved accommodations? (3) Is there justification for allowing students to use these accommodations?
